The new feature announced by Microsoft is quite simple. The users only need to register and validate your e-mail outside their Hotmail. Users also allowed to manage e-mail account other than Hotmail via POP. Similarly, as quoted by Mashable.

The Hotmail user already has the ability to send e-mail from other addresses through features 'Send As'. But this day provides a Hotmail e-mail management experience more complete.

Gmail and Yahoo Mail both have the same feature to manage multiple e-mail accounts. Microsoft hopes to keep its users are familiar with the display face for Hotmail on their servers, by making it easier to manage the accounts of other e-mail through the service.
